To me this is an undecidable, but it’s not of the “What in the world?” type, but just which of a few basic alternatives. It could be the speaker is right, and the particular paintings in this gallery are setting the kid off. Or the kid is just tired and cranky, and being still walking around anywhere in the museum would set off the tantrum. In which case the speaker is probably just dense and mistaken (and we’re amused at him); or he is attempting a joke of his own.
An unpleasant image and I don’t understand the joke exactly.

The sender of the Spy v Spy one remarks Prohias stopped drawing “Spy vs. Spy” in 1987, and died in 1998. § Wikipedia claims that the series is still “ongoing”, but I still wonder whether the character in the fourth panel would be recognized by anyone under the age of 50.

I gave in and looked it up! Alicia Keys had a song “Girl on Fire”. And the lookup also finds a few parodies, under titles like “This girl is on Pfizer,” that predate this cartoon. Indeed it seems to be a fast-moving meme, with hashtags on Twitter and TikTok.
The list of manufacturers sounds like the choices for Covid vaccine, though I guess they would be similar for Flu. The song parody with available lyrics certainly made it Covid, and it’s tempting to suppose that was Hilburn’s idea at first which then got softened, as it were. (The actual song dates from 2012)
