If we had the font, could use the center justification to see if some attempts match up exactly. I want that third line to end in VS, but I suppose WS is possible. Last line ends in S, but there’s so little there.
The two gandy dancers could be working for a railroad museum, in which case both might not get paid. Lots of folks volunteer to be “working on the railroad”.
