I’m not totally sure, but he isn’t a snowman. The Man in Black is a recurring character; he’s just a dude with a pointy red nose, a cape, and a top hat. The crows are part of his bit. They show up when he does.
Not sure about the fire. I don’t think there’s a gag; the joke with the Man in Black is an extended character bit. Strips like this one appear occasionally just describing him with purple prose and a serious tone, interspersed with strips where the description becomes silly, or he’s an awkward buffoon, or the crows are clowning around and annoying him.
