This looks like an old Ziggy, perhaps from the early days of the strip. There was a time when it was considered inappropriate for conspicuously pregnant (human) women to be about in public. That time had pretty much passed by 1971, when Ziggy began syndication, but people still remembered it. The joke, of course, is that nobody has ever thought it necessary for pregnant cats to go into seclusion.
