Is it as simple as Sluggo not understanding, after all these decades fending for himself, how to attach a worm to a hook? Is Nancy scaring the fish?

I’m not quite sure but I think it’s the “doesn’t know how to bait a hook” one. It’s not a very good joke but from what I’ve seen Cash is less about jokes and more about a lighthearted vibe.
Mostly I want to observe that you’ve been tricked by comic strip time: He hasn’t had decades of experience. He’s eight years old.
It’s not fear of Nancy, because she apparently just got there and he apparently has had no luck prior to that. And he has apparently been fishing for 90 of our years or several of his years, so he must have done it right previously. The only reason left is that he has become a senile 8-year-old.
Nancy put the worm on the hook, but instead of skewering the worm, she wrapped it around. Sluggo investigates, and his shocked look reflects he knows the obvious reason she can’t catch anything. What I don’t understand is why the worm is still there. Too dumb to unwrap himself?
Based on the nose, that is Nancy’s face the fish are seeing, not Sluggo’s.
It is also Sluggo fishing, not Nancy.
I’m guessing the wrapped vs skewered worm is because this is a kid friendly strip.

Sometimes when a comic completely escapes my understanding, I upload it into ChatGPT to see what it comes up with for a laugh. It’s usually garbage, as you might expect. I wouldn’t normally mention it here, but I have to share this one with you all:

Normally, he means the worms he’s using as bait on the hook.
But the girl hears it differently and starts thinking:

Then in the last panel, we see the fish are swimming away from the worm on the hook because the “worms” are actually his worms — implying he has intestinal worms/parasites dangling from the hook.”
