IP, of course, means Intellectual Property. (It can also mean Internet Protocol, but that’s not the meaning intended here.)
I am sure the IP being encroached upon here is Captain Underpants, a popular series of children’s books. This young man is proposing a rip-off of the IP belonging to the author and publisher of the CU books.
I think jajizi might be right, but it doesn’t matter. I feel that the joke is that they’re concerned about the IP at all rather than the PP. And by that I mean peepee, because the hero is naked.
Name wise, the IP is closer to Capcom’s long time mascot and occasional actual video game character Captain Commando… though I am sure that is not the joke.

No, the joke requires you know about Captain Underpants. There’s no inherent humor in being more concerned about IP than about implied nudity.
