I looked it up, but I ended up with stuff like this. Is the joke just that the bear is wearing eye makeup?

I believe that is the joke, yeah. “Panda eyes” are what you get if you wear cheap mascara, but I don’t think they were going in that direction. Just a panda trying a new look out in the bamboo forests of southern China, and its peers aren’t buying it.

I think maybe it’s because they’re pandas, which already have black around their eyes. Maybe the implication is that they’re all wearing makeup, but she decided to go with the smoky/smudged method?
I think it’s another one of those where the writer had the pieces of a joke, but wasn’t sure where to place them.
The joke is that this wild animal is aware of popular internet makeup trends and is defensive about it. The cartoonist went with a panda because it’s the closest animal in nature to already kind of look like it uses eye makeup.
I just checked with Theodore, the head of my teddy bear (and friends) den and his wife, Tedette, as well with a few of the Pandas (Mr and Mrs.) and none have heard of eye lids becoming like this.
Knowing them – they will probably question other leaders of their den to double check.
NO – none of the bears (and when Christmas ornament and decoration bears are included there are at least 200 of them) have heard of eye lids becoming like this!
