He’s out there painting nature; nature’s out there painting him. I’m not sure why he looks scrufty and drunk. LikeLike
… and has two of those bubbles above his own beak. It’s also a little odd that the man is using a brush, but the bird is using a quill pen (presumably made from one of its own feathers). Not exactly the best instrument for painting. LikeLike
The dots seem to imply that the guy is drunk or dazed. Maybe he’s imagining the painter duck, reminiscent of this? LikeLike

I’m also confused about why they look disheveled, but otherwise it was a LOL for me.

If those are drunkenness bubbles, the cattail plants on the right are also drunk.
