1. B.C. is merely following instructions. The sign says that mountain lions may pass, so he’s offering this one priority to go first.

  2. Yes. But in addition, the sign is intended just as a location identifier, like many ordinary signs. The mountain pass — well, hilly pass — is called “Mountain Lion Pass” because this, or another mountain lion had been often seen there. Then later on, this hiker comes by, and interprets it as Kilby explains.
