Not sure why he stops at saying “I’m sad to report” and why there is a 20-second wait.

I. . . think he’s saying, “I’m being sad as a medium of communication to convey information to you.” Then he acts sad at his boss for 20 seconds. Similarly, he may instead have begun an interpretive dance and said, “I dance to report.” It admittedly requires torturing the words a bit but it fits the narrative framework.
The last panel says “20 seconds earlier…” Transpose this to be the first panel. Then, the sequence is: Boss asks for report, employee expresses sadness. Either that’s the report or he is sad to report that something bad happened.
