I think she is describing Frazz to the cat, (note he is wringing out his jacket), but I am not sure what the connection between the first three panels and the last exactly is.
The guy is wringing out a jacket as if he had been running out in the rain. And enjoying it despite the discomfort. Cat chooses to sit on the hard book instead of the fluffy comforter. Girl is just speaking to each about the wackiness of the other.
She complains to Frazz about the cat. Then goes home and complains to the cat about Frazz. It’s talking about the one who isn’t there with the one who is. It’s a popular event in my large family.
