BVCC submitted this Argyle Sweater as the “mother of all Arlo Awards” but it seems closer to OY, especially considering the guest star in the final panel:

…
P.S. BVCC said that he “almost missed [the Arlo] myself“, but it’s unclear what he meant: perhaps the terms “boob” and/or “tit(t)y“, but they don’t really seem to be credibly “Arlo” (not “titillating” enough).
Maggie the Cartoonist suggested this Rubes as an OY (it might be a repeat):

Thanks to Danny Boy for sending this in. Or should it be “Muffins” is Sniff’um spelled backwards?
“Titty” would definitely not be allowed to be printed in American newspapers.

(First Argyle Seawater) Perhaps because the name Pastis could be thought to resemble the word “pasties”?
(Lockhorns) Sorry, this was part of the multi-single-panel layout (if you know what I mean) that The Lockhorns does for Sundays, and the clipping on my screenshot was imperfect.

The baker looks happy. What’s a merry muffin worth?

Likely a reference to Stephen Pastis, the Pearls Before Swine cartoonist, who’s fond of bad puns (and bad puns with long Sunday setups).
It’s identity theft because Argyle Sweater is the sort of strained puns Pearls does — but Argyle has its own history of bad puns.

Gotta love that “too-weak notice.” That one was a real LOL for me.

The bakery makes me think of Rasputin eating all those muffins he was served, one after the other, each with enough cyanide to end the existence of a normal human being.

The officer in the final panel is definitely in the art style of Pearls Before Swine strip.

Oh yeah, that’s Stephan Pastis. Here’s an example of his own self-inserts (GYMOOTG):

Actually, it’s “iden-tity theft.”

It seems that Pastis (and his PBS characters or style) participate is that cross-title banter — on one or the other side as it may happen. Here we have Pastis as well as Leroy Lockhorn as Lío victims.

The Lio strip was a bit of a CIDU in comments, mainly, “What is Leroy Lockhorn doing there?”
