…I just don’t get the point. There’s a Baldo backstory about his mother, yeah, but what’s really going on here?

It is just a sweet strip, no real joke and nothing more. Baldo’s mother died and this is just showing that his dad has kept his promise.
The first five panels show the father fulfilling his promise to read to, play with, sing with, listen to, and cry with his son. The final panel shows him making that promise to his baby son.
