If you’re standing on a floating object using an oar for propulsion, I would hesitate to call it “walking,” personally. But I agree that’s the joke they seem to be going for.
IDU how this is a ‘joke’. He’s just explaining how he’ll get across the water. It may not be all that practical, but I’m sure what’s supposed to be funny about it. Additionally, why would she think it’s some sort of miracle? He’s holding the paddle in the third panel, suggesting he’s already standing in the water with his floaty boots which she should plainly see.
