The previous comments accurately recapped the scene, but I think the “humor” may be a combination of the unlikely scenario and the look on the officer’s face: There ain’t no way anyone’s gonna believe this report.
Looks like the driver went head first into the steering wheel, so when the airbag inflated it chose the path of least resistance, emerging next to the visible butt cheek.

I think it does have something to do with the airbag inflating in a position that didn’t help. But still more gruesome than funny.
