    Offisa Pup thinks he’s got Ignatz dead to rights on a parking violation (“don’t park in front of a fire hydrant” may have been a relatively new law back then), and the citation is for the car as he carefully writes down the license plate. He’s being exaggeratedly polite as a way of gloating. When he finds that it’s actually Krazy’s car, he tries to take back the ticket, since he doesn’t actually want Krazy to get in trouble.

    Pupp and Ignatz are rivals, and Pup likes Krazy. Pup believed he caught Ignatz parking in front of a hydrant, a fairly serious offense, so he took great pleasure in writing him a summons to appear in court. Pupp’s extremely polite conversation is just part of his bit; it takes Ignatz off guard, as it always does.

    This time, Ignatz was in the right and is now eager to go embarrass Pupp professionally.
