Mitch4 sends this in: “I don’t understand how the artist intends for this Low Rider character to stand in for the one-percent population. (If that’s even what this is about.)”
“Operation One Percenter was a nationwide federal investigation into organized crime activity by outlaw motorcycle gangs conducted by the United States Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The investigation resulted in the arrests of 68 members and associates of 18 different biker gangs in 18 U.S. states. …”
Mitch4: Note that “one-percenter” goes wayyyy back, to an American Motorcyclist Association statement in 1947 that “99% of motorcyclists are law-abiding”. It’s a common term in the motorcycle world, not even necessarily pejorative, in my experience.

The 1% were the outlaw biker gangs that saw themselves as beyond the law and wore a 1% patch to signify that.

Wow! Thanks for the info! My only association to 1% (apart from milk) was the thing about the top economic stratum.

The cartoonist, Guillermo Saldaña, is 44 years old, which skews young to be using a ‘geezer’ joke.

Thanks, Ian C, phsiii, et al. My first thought was for the economic elite, and the “occupy” movement a few years ago.
