Is this trying to protect us from the bats, or protect the bats from us?

It’s very difficult to choose which of those two diseases (and the direction of the vector) that the Wizard is trying to combat (perhaps both?)
Although white nose syndrome was (rampantly) widespread long before Covid-19 was ever detected, it has only recently received public attention corresponding to its drastic effects on bat populations. Conversely, the corona virus responsible for Covid-19 is definitely related to viruses found in bats.
Even though the masks make the bats look like they have little white noses, I think the Covid reference is more probable,† but the Wizard’s strategy is effectively the same as closing the barn door after the horses have escaped.
P.S. (†) – Especially because Covid is a respiratory disease, whereas WNS is caused by an external fungus, against which a mask would do precisely bupkis.
He’s hanging newly-made semi-magical batmasks up outside the Batcave so Bruce Wayne can pick them up on his way in to work.
Or, Wizard is protecting us from the next virus to leap from bats. There are several in the pipeline.
