Maybe the joke is that a balloon would be a really cheap present for a person, but on a scale reduced to ant size, it is big enough to satisfy even the queen.
P.S. Actually, my first thought was that the balloon was a nefarious plot to ascend into the sky and rid the hive of their unbeloved queen, but the obvious lack of lifting power in the balloon as it is drawn negates that theory.
Queen Ida loves it (see the heart), so I don’t think the question was sarcastic. The joke is that a single balloon is an outrageously extravagant and enormous gift for an ant.

As it’s a helium balloon, also hard to transport, although it’s not exactly straining its tether.
