Arlo was just getting ready for bed. When he came out, that little lamp was on and he knows it’s time for some loving because Janis is a dirty girl and likes to do it with some lights on. This is a wonderfully unambiguous signal and other couples could learn from this.
This is a takeoff from the Navy/Marine Corps (and likely even further back in history) practice of not permitting smoking during activities involving gunpowder/ammunition. So if the smoking lamp is lit – game on! If the lamp is out – refrain. So here’s to lots of lit lamps.

A “‘x’ light is on gag”, in modern America, is more likely to be about seatbelts. Since we went to all-nonsmoking flights in commercial aviation, the captain has turned on the “no smoking” sign and left it on.
I took the “Whoopie Light” as a reference to the lamps house of ill repute used to place in their windows to notify the sailors that they were open for business.
Janis has him trained like one of Pavlov’s dogs.
