You don’t have to be Bill Bickel not to understand this cat cartoon.
On a similar theme – perhaps – but NOT a CIDU, is this one:

CAT brand knives, perhaps? Part of Caterpillar Corp.
Cats are evil. Now Buni has the proof.
I’m of an opinion that the first comic is just lolrandom. The humor comes from the weirdness, not from a traditional setup and punchline. At least without a lot of context, I don’t think there’s a way to narratively justify a clown selling cat-only knives from a street-vendor booth where a rabbit-panda hybrid is surrounded by angry cats.
(That said, the rabbit-panda should just take a knife. What’s the clown going to do, chase him down wearing oversized shoes to squirt seltzer?)
(That said, the clown should market the knives at “catlery.”)
He wants to buy a knife. The clown points out the knives are for using on cats only. Now he embaressed because all the cats are looking at like a cat killer.
Might I point out that, even though he is a human sized rabbid, who normally would have nothing to fear of normal sized house-cats, he is now a rabbit surrounded by cats. Cats, who are all eligible to buy knives from this convenient stall. Or maybe even cats, who already bought some knives, should they venture upen a hitherto untouchable prey.
Cats have built in retractable knives…
As the string of comments illustrates, the sign in the cartoon is ambiguous, particularly in the word for : Is the restriction that only cats may buy these, or that they are meant for use against cats?
I think Buni noticed he was surrounded by a bunch of angry cats, saw the booth, and wanted to buy a knife to defend himself. But, alas, they are for sale to cats only. Paul’s answer almost makes more sense to me, but the clown wouldn’t be stopping him from buying if they were only for use on cats since he clearly is wanting one to defend himself against cats. Also, the clown wouldn’t really have any idea of what Buni’s intended use would be and there is no indication he asked. It is a far simpler and better fit that the knives are for sale to cats only.
The second one is far more of a CIDU for me. It looks like the aliens were going to come back and take all the cats. Is the joke that for the return trip they’d come back in a ship better designed to transport cats but they decided to use this ship to save a trip and now they are cramped in with the cats?
And the second one? Something about herding cats? I got nothin’.
Cats, unlike dogs, are not good at staying in place inside a vehicle.
