It’s one of those really crude pickup lines made incongruous by the setting and the inclusion of “Your Majesty”. One doesn’t try to pick up a queen, and most definitely not with a bad line like that.
Kudos to DemetriosX for picking up on the pickup line; I missed that aspect entirely. However, the “normal” interpretation still works, since the gold ornament on the front of the dress really does look like something found on a palacial carpet.
