If so, that’s not much of a reason in a universe brimming with anthropomorphism.

Weren’t highway patrol guys known as “bears” in old CB lingo? Maybe the lawman is going to arrest the bears for impersonating officers.
(Unlikely, but otherwise I got nothing.)
Shrug’s suggestion seems only a little more far-fetched than Bill’s “barely“~”bearly” homonym theory. Either way, the result isn’t much more than non-humorous surrealism.
There was an amber alert about Goldilocks.
Maybe they are driving a stolen Bear-acuda.
Maybe it is for something they did in the woods (which you can sort of see behind the officer).
You mean change gears? I don’t know narmitaj, do bears shift in the woods?
Is the pope a catalytic converter?
larK, If you mean catalytic converter in the sense that he’s the catalyst for catholics to convert away wholesale, yes.
There should be toilet paper streaming behind the cars, as a certain . . . er, commercial . . . often shows.
Is this a sequel to Gary Larson’s panel in which bears find a car in the woods?
@ larK – Almost: the Pope is a catechistic converter.
Specieism . Not safe for a bear to be driving – the police will pull them over and question them – and give them a sobriety test as bears are known to be beer guzzlers – at least the ones in this house.
I don’t have much beyond the “barely” pun. I think there might be more to the comic since there appear to be “drunk bubbles” above driver bear’s head.
