Weren’t highway patrol guys known as “bears” in old CB lingo? Maybe the lawman is going to arrest the bears for impersonating officers.

(Unlikely, but otherwise I got nothing.)

Shrug’s suggestion seems only a little more far-fetched than Bill’s “barely“~”bearly” homonym theory. Either way, the result isn’t much more than non-humorous surrealism.

Maybe it is for something they did in the woods (which you can sort of see behind the officer).

Specieism . Not safe for a bear to be driving – the police will pull them over and question them – and give them a sobriety test as bears are known to be beer guzzlers – at least the ones in this house.

I don’t have much beyond the “barely” pun. I think there might be more to the comic since there appear to be “drunk bubbles” above driver bear’s head.
