Here in the UK both garden waste and food waste currently go in the green bin to be taken away and composted. From April food waste will get its own grey bin so the comic could be relevant then. But black bags are only used to collect waste for the black bin for non-recyclable waste so it shouldn’t be in the green bin anyway.
I suspect that the lady is a specific entertainment figure and this is a reference to song lyrics.
I think she’s just commenting on the arrangement, as in “No, I don’t like the sofa there. Move it to the other wall. No, I don’t like that either.”
