No, the joke is just that there’s an unlocked exit door in the cell, so people get out whenever the feel like it and don’t worry about reoffending because they can just leave again. Cartoonist must’ve disabled spellcheck.
A quick google search for “revidicism” (and subsequently telling google that you REALLY MEAN “revidicism” and not “recidivism”), shows that there are lots of instances in web sites where the word is similarly misspelled.
Would have been funnier if the door was a revolving door.
