To expand on Kevin’s answer, the purpose of decoys in hunting is to convince other ducks to settle down in a location as ducks tend to flock. Seeing other ducks somewhere not fleeing is hoped to keep real ducks from moving until it’s too late.
The bar just wants their money, not their lives, though. “This place looks popular, let’s stop here.”
The decoys don’t look that much more crudely drawn than the “real” ducks do.
I was reminded of the movie Howard the Duck, in which seemingly every brand name on Howard’s home planet included the syllable “duck.” The out-of-universe explanation for this seems to have been to remind the audience that Howard’s home planet was a duck civilization, and I suppose that the in-universe explanation was to remind the ducks that they were ducks.
