I’m not sure what “going rogue” means above. In this case. In the strip, her gun belt is pulling down her uniform pants to reveal her underwear. Perhaps a kevlar thong.
I think it’s just a perspective thing – he is next to her on her left (note his right hand is obscured by her). The joke is definitely about her Kevlar thing underwear.
Ugh, THONG, not thing
I took it as his right hand pulled down her uniform pants, not her gun belt. And his gun seems aimed at her back, not the perp’s.
I think Brian and Madmup are correct; the artwork perspective is off.
Isn’t it similar to a plumber’s crack, but he doesn’t understand what a thong looks like
It looks like his gun is at her back, while his other hand is groping her inappropriately..

His right hand is completely to the right of her left thigh, so no groping. He’s holding his gun in the left, although his holster is on the right. Not too many cops use cross-draw, so there’s that.
