Maybe… he’s the father of the fireballs and is regretting that he has to stay inside and work and ruefully misses the carefree days of childhood when there was time to play.

I suppose it is right that he is Father and has to Work so he is a FireWork and cannot play with his Kids who are little Flames so he literally Cannot Play With Fire.
But until I read the comments I thought it might be something about the control and maybe banning of fireworks, especially in the dangerous fire season from California to Spain to Australia and lots of other places. Fireworks can and should not be set on fire as it is too dangerous, so the sparky little flaming imps have to play with themselves behind a fence (a Fire Wall if you will) while the big firework has to fill out endless Health and Safety and Risk Assessment forms or work to lobby his local politicians to loosen up on the regulations. But all that might be a bit of a stretch.
