I’m not sure this is actually a CIDU as much as a comic that lost its way.
(Or maybe, of course, it is a CIDU, and I’m simply interpreting it wrong)

It’s a reference to rush limbaugh as his fans are “dittoheads”.
A ditto head is the self-applied name of Rush Limbaugh fans. Not saying that is relevant to the comic. ;)

Ideally the caller will not just repeat what the talk show host says. The host would prefer a caller that rephrases the host’s comments in new and interesting ways, without, of course, varying the substance. But it’s hard to meet that standard with parrots.
It’s hard to meet that standard with radio-show fans, too.
Radio call-in shows are all about the host. The host is the star and it is his/her opinion that matters. The callers are there to show how smart the star is by either agreeing and supporting the star or by being rejected if they present any opposition. Furthermore, call-in shows are all about “sound bites”; any call, unless it’s really stroking the star’s ego, is going to be over in 90 seconds.
So, I agree with Bill. This is a circumstance where being a parrot is exactly what’s desired.
I assumed the problem was parrots who repeated the host’s words EXACTLY rather than offer flattering agreement or easily mocked dissent. A more labored interpretation would be that radio hosts themselves endlessly repeat their chosen talking points: Trump, anti-Trump, anti-vaxx, UFO believers, niche theology, etc.
