They have been married so long that they never talk to each other any more, so silences are normal and not uncomfortable. Reminds me a bit of the montage in Citizen Kane showing how Kane and his wife drift apart over the breakfast table.

They have silences because they have nothing to say to each other and they are so complacent they aren’t uncomfortable with it. She misses the days the fault awkward and couldn’t always talk rather than the complacent present were they don’t even try.
They don’t need to talk when eating any longer. They can sit together and do things on their own without feeling a need to talk to each other. They have grown overly comfortable with each other and do not need to keep discussing everything to work it out.
Or they have opposite politics and they if they talked they might kill each other.l
It looks to me that is the woman who is speaking. They do both look like they may have open mouths, I guess, but the man is actively eating and, with no food on his fork, is likely to have his mouth full.
