B.A.: My understanding of “rollover” is that if Arlo didn’t claim his Monday hug, he’s entitled to two hugs on Tuesday; and “no rollovers” means he can’t claim his unclaimed Monday hug on Tuesday. No clue what they’re going on about here, though.

Perhaps the other way round. Just because he had two hugs today, doesn’t mean she’ll have to go without a hug tomorrow.
When things like vacation days don’t rollover, that means that you have to make sure that you use them up before they expire. She’s saying that Arlo should ask for lots of hugs, not try to “bank” them.
