This being Arlo & Janis, I’m inclined to favor number 2.
I don’t think it’s any specific worry. She’s fine being nude. But the “blindfold” would make her feel naked and vulnerable.
She might be wondering why Arlo seems SO ANXIOUS TO put cucumbers over her eyes.

I think he’s saying that the state determines the age at which someone’s allowed to say “don’t leave me alone in the bathtub”.

I certainly meant to imply this. It’s more accurate to say that some people enter a medical condition caused by age at which point they are no longer capable of making their own decisions, including being alone.
