I assume this is based on some kind of obscure word-play, but then, that’s a pretty big assumption.
The state is cutting down the public transportation budget: the light appetizer program is to help people wait patiently for the remaining buses.

I think Woozy got it in 1. Instead of snazzy light rail these folks are taking an old-fashioned bus. But the meatballs are delicious.
If it was really meant to be a joke about light rail, why light
appetizer rather than, say, light roll?
Because “light appetizer” is a phrase people have hard of and “light roll” isn’t?
I had never heard the term light appetizer.
For me, the joke doesn’t work because it’s too hard to get from
appetizer to rail. Once I do get there (with help from CIDU),
I’m still unsure if it’s what was intended.
Maybe the state could have a light opera program instead. A guy comes out with a chorus and sings “I Am the Very Model of a Modern Major General” while you wait for the bus.
It might not be “light rail”. But it’s something about a state taxed program that one person may have at one time had doubts about but is coming around to. F- just thinks it’d be funny if the program instead of doing something typical gave out appetizers.
That’s very typical of F-‘s idea of humor.
Bear in mind this is a strip that thinks a guy selfishly drinking hummingbird fluid for himself, a guy wearing a sequined shirt to work, and a region where people eat pizza wadded into balls, are all somehow funny.
F- is clearly not everybody’s cup of tea. I would give this an LOL rating.
It reminds me of bureaucratic programs (corporations or governments) that may be well-intentioned, but are nonsensical and usually short-lived. “Maybe more people would take the bus if we occasionally showed up with snacks at the bus stops.”
2 days late, but my take on this is that a cut-back on food stamps might instead supply light appetizers to poor people waiting for the bus. Not that only poor people wait for buses, but someone who doesn’t live in a city might think so.
