Benjamin Cardozo was a justice on the United States Supreme Court. He even has a law school named after him.

My best guess is that “law” here means something like “Justice” or a sort of Platonic ideal where the law as written in statutes corresponds to “natural law.” i.e. we always keep striving for Justice, but we never actually achieve it.

Being as he was on the Supreme Court, every case he looked at involved a dispute about the law with two different well-supported opinions as to what the law really meant. So there was always a little piece of case law that wasn’t yet but was about to be. Now once the decision is written you can say that that little piece of case law no longer is about to be but now actually is. But there is no break before the next case comes along, so from his point of view the law was ALWAYS about to be.
An old related joke: Three baseball umpires were talking.

Whoever made that graphic needs their copy of photoshop deleted and an injunction against ever touching it ever again. It takes a skilled botcher to make a static image capable of inducing motion sickness.
