Comic strips are a visual medium, and have no mechanism for sound. So several visual metaphors for sounds have evolved over the years. (The 1966 Batman show notoriously included them.)
So this golf fan has shown up to a golf event, which is supposed to be quiet when players are taking their shots, and he’s “loud”. That’s poor decorum.
Those ‘Quiet’ signs actually exist and in that shape too (thanks internet). So red shirt is being rude, yet considerate at the same time. My guess is that any golf fan would find this funny.
Golf fans are expected to be quiet. (Except Happy Gilmore’s fans.) He’s not saying anything, yet he’s being disruptive with his “noisy” sign.

Because red guy is ‘making noise’ while orange guy is trying to make his shot.

I thought this was one of the funnier “In the Bleachers” that I have seen. The art work is still odd but I can live with that.

The noisy guy’s sign should say, “YOU DA MAN!!!!!”

Alternately, “GET IN THE HOLE!!!!”

I really want someone to hold up a sign like this at a golf tournament now.
