Well, I didn’t get it. I figured it was something specific to the Disney movie which I’ve never seen.
Considering where his water dish is situated, maybe he wants clean water.
Perhaps he want’s some pieces of eight.
Maybe the parrot’s owner was really fowl mouthed during intimate sessions and the parrot picked up on that?

I didn’t get it until I read billybob’s comment, which is obvious and stereotypical.
I assumed it had something to do with the cartoon movie that I have not seen but I know there’s a bird in it. Since there is nothing to show that the genie just now came out of the lamp, I assumed the bird had some sort of power over the genie and wanted him to go into the lamp.
And I agree that the placement of the food/water dish is unfortunate, unless it is not in fact intended as a food/water dish but is something else.

The bird is self-mobile, so there’s nothing unfortunate about the placement of the food/water dish.
Perhaps the clouds indicate that this is the spirit of the Norwegian Blue that joined the Choir Invisible. In which case, he may desire vengeance upon the gentlemen who so cruelly reduced his mortal remains to the subject of a petty retail dispute.
