It looks like the artist cut-and-pasted the elf’s face onto Santa, then added the beard. So yeah I guess I agree with everyone else.
I think it’s as simple as Santa’s been pulling rank on the elvenkind, and, er, spreading the Christmas joy around with the elves’ wives.

I think in the last panel, one woman is saying to the other, “He’s just never around when I need him.”
So in the first panel, Santa hides by disguising himself as an elf, and in the last panel, he’s sneaking out.
But there are two things that remain unresolved: Is Santa known for being able to change into an elf?
And the second: He’s not being very secretive about sneaking out. I mean, the women aren’t that far from him. Could it be that the women are so engrossed in conversation they just don’t notice him leaving?

I think Santa is the father. Of the middle elf. The resemblance is there, and I don’t understand why else there would be two pregnant women in the background, with one already having a baby in her arms. Hard to be sure
