I think she does mean “better” and not “worse” because she now gets all the Halloween candy to herself.

No, she means ‘better and better’…not only does she not have to share the candy with the kids, she doesn’t have to share it with Arlo, either.

Meanwhile, Arlo’s still depressed he didn’t get to scare any kids.

I’m guessing this is a story arc, and there’s a surprise party for Arlo in the end!

(checked online today 11/1 before making my prediction, so we’ll see!)

The “more candy for Janis” angle is possible but seems unlikely to me. My thought was that Janis is getting some amusement out of Arlo’s sulking over something so trivial. Arlo never says he won’t eat any of the candy, just that it wasn’t his end goal.

Janis is literally eating the candy, without sharing any with Arlo, as she says that. She’s not making any sort of amused expression or gesture. Just eating candy, and not sharing.

The shorthand for ‘this is gonna be good’ is popping popcorn in your mouth, with a big grin, while watching what’s unfolding. Not absently munching on candy while ignoring it.
